Diplomacy is an essentially political activity, well resourced and skillful, and a major ingredient of power.
Its important purpose is to enable states to secure the objectives of their foreign policies without resort to force, propaganda, or law. At the same time, diplomacy comprises communication between officials designed to promote foreign policy either by formal agreement or tacit adjustment.
Gathering information, clarifying intentions, and engendering goodwill are included as diplomacy.
Commonly, diplomacy is known as "Negotiation" (Edmund Burke, 1796)
Diplomacy is not only the professional diplomatic agents do, but it is also implemented by other officials and by private persons under the direction of officials. Together with the balance of power, which it both reinforces and reflects, diplomacy is the most important institution of our society of states(G.R.Berridge, 2002).
According to W. Raymond Duncan, Barbara Jancar-Webster, and Bob Switky, they provide the meaning of diplomacy in the "World Politics in the 21th century" that Diplomacy refers to the negotiation process by which states and other international actors pursue international relations and reconciliation of competing interests by compromise and bargaining.
